However, in recent years the population of thesecities, such as Sendai City, began to decrease. To sustain the inner city population, local countermeasures arehighly desired more than ever. This study proposes a new model for the inner central cities of the local regionwith emphasis placed on the sustainable use of Hirose River running through central Sendai. In particular, thisproposal promotes the participation of local "people" to practice both conservation and use of the "urban naturalenvironment". Utilizing the locally available resources and people from the inner cities, this model caneffectively promote the preservation of the natural environment.
