| 内容記述 | 中央教育審議会『令和の日本型教育』では、増加する外国人児童生徒等への教育の在り方について、教育委員会、首長部局、地域のボランティア団体、日本語教室等の関係、機関との連携促進、および教員養成大学や外国人を雇用する企業等との連携の重要性が示されている。 従来までの外国人児童生徒の支援ネットワークについての先行研究では、個別のネットワークの成立の経緯や現状について知ることができるが、俯瞰的にみて、どのような施策や取組が必要であり、自身の地域がどのような段階にあるのかについて明確化することが難しいと感じられた。 そこで、本論稿では、外国人児童生徒の散在地域における市町村レベルでの支援ネットワークの達成状況について把握するために、その指標を作成することを課題とした。 作成した指標・項目と北海道・東北地方の事例をもとに考察した結果、散在地域では外部支援団体が主体となる支援が顕著であるが、教育委員会が主体になるように移行することが重要であることについて述べた。また、支援ネットワークについて、外国人の集住している県庁所在地以外の市町村でもネットワークの構築が広がり、それらの市町村を仲介して遠隔地の外国人児童生徒を支援に向かうことが望ましいことについて言及した。 |

| 内容記述 | The Central Council for Education's“Japan-style of Education, Reiwa”highlights the importance of promoting collaboration among educational boards, state departments, local volunteer organizations, Japanese language classes, teacher training colleges, and companies employing foreigners, owing to the increasing number of foreign students. Previous studies on support networks for foreign students provided an opportunity to learn about the history and current status of the establishment of individual networks. However, from a bird’s-eye view, it was difficult to clarify what kind of measures and initiatives are necessary and the stage of an individuals’region. Therefore, this study aimed to develop an index to understand the achievement of the support networks at the municipal level in the areas disseminated by foreign students. Based on the results of examining the index items prepared and the cases of Hokkaido and Tohoku districts, this study found that the assistance provided by the external volunteer support groups is remarkable in the disseminated regions. However, it is important to shift so that the education board becomes the main body. Regarding the support network, its presence would be expanded in the municipalities other than the prefectures where foreign nationals reside and that the foreign students in remote areas can be supported through intermediaries between these municipalities. |
