In 1837 Col. Torrens wrote deposit is money and in 1839 Joseph Hume said deposit is a constituent of circulation in his parliamentary speech, which must have been the strong support to Torrens’ view. Against their views Tooke was one of the first critics and Overstone was negative, too. So, there were disputes among them. There were three main arenas of them, the Bank Committee in 1840, Tooke’s criticism on Hume’s speech in his History, and Articles in Morning Chronicle which are said to have been written by Overstone himself.
