| 内容記述 | The aim of this paper is to reconsider the bicameral system, specially the raison d'detre of the House of Councillors from the viewpoint of the constitution of Japan. At first I survey the three types of bicameral system and the three types of upper House, then confirm each article of the Constitution of Japan which refers the Diet and the both Houses, and finally analyze the interpretation of the responsibility of the Cabinet to the Diet (§66III). It is concluded that the House of Councillors, half the members of which are elected every three years, is so strong that it can pass non-confidence resolution and reject confidence resolution, and never be dissolved by the Cabinet. The relationship is important among the three organs, that is to say, the cabinet and both Houses, from the viewpoint of the separation of powers and the parliamentary government. | |||||
