本稿は、北方戦争（1700～21年）の結果、新たにロシア領となったバルト沿岸地域のエリート、通称バルト=ドイツ人の中で、中央官界での活躍後に出身地で地方行政の監督者の職務に就けられた者たちの存在に着目することにより、18世紀ロシア帝国において、とりわけ「境域」としての性格が強い地域と中央との関係が、彼らの配置を通じて、いかなる形で変化したのか、考察を試みたものである。総督や県知事など各地方の監督者は当初、中央の官界でも最高位の者や国外から到来した非ロシア人が任用されることが多かったが、エカチェリーナ2世による地方行政改革に伴い、とりわけバルト沿岸では1780年代の代官区への再編後、現地出身のバルト=ドイツ人の運用が目立つことになった。その中では、軍功を評価されて社会的上昇を果たしたバルト=ドイツ人軍事ハウスホールドが一定の割合を示していたが、18世紀末以降、次第に現地で経験を積んだ文官に置換されるようになる。ただし、中央の官界に再度召還される者もあり、こうした構図が境域の独自性・自立性を重視した結果であったかどうかは、彼ら行政官の具体的活動や現地住民との関係性を追究することで、さらに検討する必要がある。

This paper attempts to consider how the relationship between the central government and the peripheral areas had changed in the 18th-century Russian Empire, focusing on the local top-level governors selected among the Baltic Germans from the Baltic coastal region newly annexed by Russia because of the Great Northern War (1700–21). In the first half and the third quarter of the 18th century, the highest-ranking officials in the central government or non-Russians who arrived from abroad were generally appointed to such administrators as the governors-generals and the governors. But after the local administrative reform by Catherine II, especially after the 1780s on the Baltic coastal regions which were then reorganized into the several jurisdictions of the governors-generals, more and more Baltic Germans were appointed as the top governors in their homelands. Among them, at first, those members of the Baltic-German military households, whose military merits were appreciated by the central government and who achieved remarkable social elevation, showed a high percentage. However, since the end of the 18th century, these posts had gradually been replaced by civilian officials who gained certain experience through the administrative services in their native areas. At the same time, we should pay attention to the fact that some of both military and civil servants who had been once appointed as the local governors were recalled to the central organs. Therefore, although the new tendency towards using the native civilian Baltic-Germans might result from the more and more consideration of the Imperial government for the uniqueness and independence of the Baltic coastal regions, for verifying this hypothesis, it is necessary to further investigate the specific activities of these regional administrators and their relations with the local population.
