日本の公立学校で学ぶ外国につながる児童生徒が増えている。仙台市でも外国につながる児童生徒が増えているが、受け入れ・指導は学校や在籍学級担任の努力に任されているのが現状である。本稿では、仙台市の国見小学校を取り上げ、国際教室で行っている支援と在籍学級担任に対して行った調査の結果を報告し、国際教室を中心とした支援体制の成果と課題について考察した。その結果、国際教室では、児童への日本語・教科の指導や学校生活の支援、保護者の支援、在籍学級担任の支援と連携、国際理解教育、学校外との連携・ネットワーク形成など、児童・保護者・教員のためにきめ細やかな支援・指導が行われていた。また、在籍学級担任への調査から、在籍学級担任は国際教室と連携しながら児童の受け入れや学習、生活指導、保護者対応を丁寧に行っていた。国見小学校の国際教室を中心とする支援・指導の体制は、児童と保護者にとっては安心して学べる、教員にとっては安心して指導できる環境づくりにつながっていることが明らかになった。 |

The number of children with foreign backgrounds studying in Japanese public schools is increasing. In Sendai City, the number of those children is also increasing, but the current situation is that acceptance and teaching are left to the efforts of schools and regular class teachers. This paper focuses on Kunimi Elementary School in Sendai City, reports on the support system in the international class and the results of a survey conducted on the regular class teachers, and discusses the achievements and challenges of the support system centered on the international class. As a result, the international class has provided detailed support and teaching for children, parents, and teachers, including Japanese language and subject instruction, support for school life, parental support, regular classroom teacher support and collaboration, international understanding education, and collaboration and networking outside the school. In a survey of regular class teachers, teachers worked closely with the international class to provide careful guidance in accepting children, teaching their learning, school life, and dealing with parents. It became clear that the support and teaching system centered on the international classroom at Kunimi Elementary School creates a safe learning environment for the children and their parents, and a safe teaching environment for the teachers. |
